🎯 Mission Context

The mission is part of a portfolio of projects aimed at the development, evolution, and maintenance of digital services for citizens and businesses.

🧩 Main Responsibilities

  1. Project Management & Coordination

  • Ensure operational management of projects and application maintenance

  • Update tracking tools (JIRA, planning, risks, reporting)

  • Coordinate various stakeholders (IT teams, business, communication, etc.)

  • Organize and lead steering committees

  • Monitor incidents, risks, and deviations (planning, budget, scope)

  • Write reports and ensure decision traceability

2. Business Analysis & Functional Framework

  • Facilitate workshops with stakeholders

  • Collect and formalize business requirements

  • Write detailed functional specifications

  • Design and maintain mockups (UI)

  • Define application flows and messages (inbound/outbound)

3. Quality Assurance & Testing

  • Define test strategy and plans

  • Participate in test execution (multi-environments)

  • Support users during acceptance phases

Ensure the quality of deliverables and applications

📍 Mission Conditions

  • Mission based in Luxembourg

  • Possibility of partial telecommuting (2 days/week)

  • High confidentiality requirements and compliance with security standards

Job requirements

🛠️ Required Skills

🔧 Technical & Methodological Skills

  • Strong experience in AMOA / Business Analysis / IT project management

  • Mastery of project management tools (JIRA or equivalent)

  • Experience in writing functional specifications

  • Knowledge of project management methods (PRINCE2, PMBOK or equivalent)

  • Experience in Agile and/or V-cycle environments

  • Good understanding of IS architectures and application flows

🧠 Functional Skills

  • Experience in digital projects / e-government / online services (an asset)

  • Ability to interact with business and technical stakeholders

  • Prioritization and risk management skills

🌍 Languages

  • French: fluent (main working language)

  • English: professional (technical documentation)

⭐ Additional Assets

  • Knowledge of the Luxembourgish or European public sector

  • Certifications (PRINCE2, PMP, Agile, ISTQB, Scrum Master, ....)
